Supporting Stronger and more Representative Water Leaders

EPIC has generated a repository of national and state-based training and leadership programs as well as awards and recognition in the water sector, in the user-friendly interface below. This will allow any water sector professional to identify programs they are eligible for through a few clicks. We believe that having a publicly available and user-friendly database of such programs is an essential element of ensuring the water workforce is trained, recognized, and ready to lead the next generation of utilities, advocacy organizations, and government agencies.

  • Water utilities often do not resemble the water customers they serve. Utility leadership, including appointed and elected officials and general managers, are more likely to be older, white, and male compared to their customers. There is ample research to suggest that in racially diverse and highly educated cities, the composition of elected officials does not adequately reflect the gender and racial diversity of the municipality (see results from a national survey as well as data from diverse regions such as Bay Area, California). A pilot study of 50 nationally representative water utilities led by EPIC found women in 31% of decision-making roles; a smaller 11% of the leadership positions were filled by people of color.

    There are currently many barriers to a more diverse, representative, and sustained water sector: election turnover; inadequate compensation and benefits; chronically understaffed and under-resourced work environments; and lack of training, professional development, and leadership opportunities and networks. Like any field, ensuring existing water leaders have the necessary support and training is one way to support more diverse and representative leaders, and over the long run, ensure richer relationships with the communities they serve. Water sector employees, officials, and leaders often need training not only within but also outside of their technical capacities, in areas like management and communications, and don’t always know where to turn for such resources.

  • One way that the water sector can retain and strengthen leadership is through management and other training, peer networks, awards, and other professional development opportunities. EPIC has put together a dashboard of programs that are run and administered by a variety of organizations, including trade associations, nonprofit groups, and professional societies. While most are open to all, some are restricted based on age, gender, race, location, employer type, etc. They all have varying deadlines. Information about these programs are scattered through the internet and they often fail to reach the water sector leaders, officials, and employees they are designed for. We put them all together in one database.

Water Innovation Leadership Development (Duke)

The Water Innovation and Leadership Development (WILD) Program is a leadership curriculum developed by Duke University’s Nicholas School of the Environment for rising leaders at U.S. water utilities. The goal of Duke’s leadership development program is to provide water utility leaders with the training and resources to embrace new practices and implement innovative, equitable solutions to water challenges. Full scholarships are available to all program fellows accepted into the program through an application process. Fellows participate in all program activities without any cost to themselves or their utility. The program is targeted to water utility managers in the United States. This program is most suited to managers in utilities that serve a population of at least 20,000 people. The program duration spans several months and includes a hybrid experience with both in-person and online gatherings. WILD strongly encourages participation from women and Black, Indigenous, People of Color, Latino/Hispanic, and other candidates from communities underrepresented in the water sector. Duke faculty and industry experts lead program instruction for a small cohort of 15-20 fellows, with a focus on: peer-to peer learning; team-based sessions; building a community of practice; and networking. Each fellow completes a solo capstone project, in line with their career goals to practice leadership concepts. Upon graduation, fellows will earn a Certificate of Completion from the Duke Nicholas School of the Environment.

Texas Water Leadership Certification (Texas Water Foundation)

Texas Water Leaders is an annual, multidisciplinary leadership program hosted by Texas Water Foundation for emerging Texas water professionals. It is designed for twenty emerging leaders to provide them with leadership skills, the opportunity to become a part of an inclusive network of professionals, and to build trust and collaboration across a diverse water sector. The hybrid program spans over 7 months, offering 10 days of in person training, one on one professional coaching, monthly virtual cohort meetings, and a custom mentor program. The curriculum includes workshops on conflict resolution, bringing equity into your work, public speaking, financial and team management, Texas water policy, and more. Texas Water Leaders intentionally recruits across the Texas water sector and geographies, and ensures that scholarships are available to all qualifying candidates. Upon completion of the course, participants earn a Texas Water Leadership Certification and become members of its alumni group. The tuition of the program is $3,000.

Water Education for Latino Leaders (WELL UnTapped)

WELL UnTapped, a selective six-month program for California Latinx elected leaders, aims at helping participants make an impact on California water policy while addressing individual community challenges with water. The in-person program creates an opportunity for local leaders to engage with water issues through a comprehensive and active exploration of history, governance, public policy, geography, and economics and their relationship to human rights and climate change. The John W. Mack Movement Building Fellows Program (Weingart Foundation)

The John W. Mack Movement Building Fellows program is designed to help mid-to-upper aged leaders in the United States. Through an exploration of Self, Organization and Movement Networks, the Fellows will also develop tools for leading through complexity and chaos, breaking the habits of white dominant organizational culture, learning through experimentation and reflection, aligning their values through their work and actions, and the importance of self- and collective care. STRONG Emerging Leaders of Color (Leadership Spring Center)

The East Contra Costa STRONG Nonprofits Fund Initiative was created in 2016 by a committed group of funders with the long-term goal of strengthening the ecosystem of organizations addressing poverty in the East Contra Costa County (ECCC) region through the provision of direct services, community organizing, and advocacy for systems change. STRONG Initiative supports organizational capacity building for a cohort of nonprofit organizations in ECCC that were working directly to improve conditions for low-income communities in California. Mosaic Changemakers

The Mosaic Fellowship is a cohort-based leadership program that brings together changemakers of color through immersive retreats and virtual seminars over the course of a year. The hybrid program is limited to mid-upper professionals in the American south that are: Black, Indigenous, Latinx, Asian Pacific Islander, or other person of color. Through the Mosaic Fellowship, changemakers of color build their muscles as collaborators and intersectional thinkers who are eager to pursue their highest potential for impact, and who are ready to lead from within, from the bottom up, and across communities and across sectors. Water Fluency Program (Water Education Colorado)

An in-depth course geared toward non-water professionals, or those lacking the more extensive background they desire. The program covers the language of water, and develops context for navigating water management and policy issues. Water Professionals Leadership Academy

The Water Professionals Leadership Academy 2021-2022 (WPLA22) will identify and develop the next generation of leaders in the water industry through training sessions and team building activities that incorporate personal and professional development. A total of 6 two-day sessions will be conducted between October 2021 and May 2022, and will host a special graduation at our 2022 Water Professionals Conference. WPLA class size is limited to 10-15 participants to ensure maximum engagement and individual guidance. AMWA Membership (Association of Metropolitan Water Agencies)


AMWA member representatives and member liaisons have exclusive access to the association’s website, including tailored resources and content. AMWA welcomes all publicly owned drinking water agencies that serve at least 100,000 people. Water providers serving fewer than 100,000 people also can join as Affiliate Members. Conservation Finance Boot Camp

This week-long course targeted at mid-career professionals covers the latest in-depth information on conservation funding and financing trends and innovations, including public funding, private investment capital, bridge financing and loans, gifts and grants, income from the land, and monetized ecosystem services.The Boot Camp emphasizes hands-on tools and lessons from relevant case studies. Course sessions feature interactive presentations from national conservation finance experts along with supplementary exercises guided by knowledgeable core faculty. Attendees have opportunities to consult with peers and experts, particularly through workshopping projects or challenges from their work. The Boot Camp is held annually each June at a rotating location across the United States. Dates for upcoming courses are typically announced in the fall, applications are accepted in the winter, and decisions are made in the spring. The course accepts about 30 attendees. The National Emergency Management Executive Academy (Federal Emergency Management Agency)

Tribal Resilience Program (Environmental Finance Center West)

EFC West has been working with Tribes in California and throughout the southwest for over 15 years, providing technical assistance for waste, water and energy planning and supporting initiatives for economic development including business plans and feasibility studies. They understand unique and varied Tribal sustainability needs and how to empower Tribal environmental and resource managers. This program gives professionals the chance for professionals to: expand their ability to diagnose problems and create solutions within their community and their organization; exchange ideas with faculty from the School of Government and national organizations, as well as a diverse group of their peers; create a framework to think about your relationship with your board and staff; and develop a plan to carry out a “real world” community or regional change project. A select group of up to 25 participants will be admitted to PELA. The academy dates are July 11-15 and August 8-12, 2022 in person at the School of Government. The course fee for 2022 is $4500 (includes hotel and most meals) and may be paid over two fiscal years. Members of the North Carolina City and County Management Association (NCCCMA) will receive a $500 tuition discount. The US Water Alliance Mentoring Connections Program develops the six essential One Water leadership capacities through one-on-one mentoring relationships between Rising Professionals and exceptional leaders in the field. Executive Leadership Institute (National Forum for Black Public Administrators)

THE EXECUTIVE LEADERSHIP INSTITUTE was established in 1987 as a program dedicated to grooming African American managers for the rigors of executive positions in public service organizations. Emerging City Champions is a fellowship and micro-grant program for young civic innovators with bold ideas to enhance public space, mobility, and civic engagement. This program is powered by 8 80 Cities and John S. and James L. Knight Foundation. Internship Program (Water First)

The Water First Internship Program supports young Indigenous interns to become certified water treatment plant operators in. This approach ensures sustainable access to safe drinking water in Indigenous communities for the long term. In 15 months, interns receive over 2,000 hours of training and experience in the classroom, at local water treatment facilities, and out on the land. The program is a paid internship that provides hands-on skills training and supports interns to obtain three provincially recognized certifications. The Internship also looks beyond technical skills, providing interns with support in areas such as resume writing, employment coaching and networking opportunities.
