Written Testimony on Ohio's H.B. 307, the Lead Line Replacement Act

Authorize water systems to enter private property, with prior notice, to complete full replacements
Establish a 15-year deadline for replacing all lead service lines, providing the regulatory certainty needed for long-term planning
By offering clear authority, eliminating uncertainty, and setting a predictable timeline, H.B. 307 positions Ohio’s water systems to invest efficiently in full lead service line replacement, advancing public health while helping to reduce overall costs for ratepayers and taxpayers.
