EPIC DWSRF Funding Tracker: Alabama
These findings and recommendations are drawn from EPIC’s analysis of DWSRF Intended Use Plans (IUPs) prepared by Alabama Department of Environmental Management (ADEM) for State Fiscal Years 2022-2026.
Federal law requires states to submit an IUP as a condition of receiving a DWSRF federal capitalization grant, and further requires that“[t]he IUP must contain a fundable list of projects that are expected to receive assistance from available funds designated for use in the current IUP and a comprehensive list of projects that are expected to receive assistance in the future.”, EPIC has identified the Project Priority List associated with each of Alabama’s IUPs to be a Fundable List. Projects on the Fundable List have crossed the first hurdle towards receiving an SRF award. We also note that ADEM does not publish a separate Comprehensive List of projects seeking funds. It is unclear, however, if the Project Priority List published with each IUP includes all the projects for which SRF funds are sought or if, alternatively, there are additional applicant projects that did not make it onto the Fundable List.
