Better Data, Better Decisions.
EPIC’s Drinking Water State Revolving Fund (DWSRF) Funding Tracker provides data and policy analysis, increases program transparency, and makes state policy decisions—and their impacts—more accessible to the public.
Using a data-driven approach, the Tracker analyzes DWSRF investments at the Intended Use Plan (IUP) stage across 15 focus states to reveal funding trends, disparities, and program performance. Each state’s findings inform practical recommendations to improve accessibility for small and disadvantaged systems and move funds to projects on a more timely basis. The initiative helps policymakers and partners align funding decisions with funding access for communities most in need, helping ensure investments drive meaningful public health outcomes.

DWSRF Findings and Recommendations
EPIC’s DWSRF Funding Tracker: Findings & Recommendations reports analyze how DWSRF dollars are being distributed across each of the 15 focus states and highlight key trends, funding gaps, and opportunities to improve program transparency, accessibility for small and disadvantaged systems, and fund utilization.
These state-specific reports cover 2023-2027, when states are utilizing supplemental funds provided to DWSRFs through the Infrastructure Investment and Jobs Act (IIJA), plus a pre-IIJA comparison year (2022) where data was available.
Quantitative Analyses
EPIC’s Southern States Quantitative Analyses examine six pre-IIJA years of Drinking Water State Revolving Fund (DWSRF) data across seven southern states.
These reports compare key traits of water systems that receive DWSRF funds with traits of eligible systems that did not receive funds during the focus period to identify how funding correlates with community size, income, race, and water quality, and which systems are being left out. These analyses establish a data-driven baseline for measuring the impact of the IIJA investments in DWSRFs, which were made available in subsequent years.
Public Comments for DWSRF Intended Use Plans
Using insights from our DWSRF Funding Tracker analyses, EPIC periodically submits public comments on state DWSRF Intended Use Plans (IUPs) to make funding more transparent, effective, and targeted to the places that need it most. These comments turn research into action by offering practical solutions for how states can better serve small and under-resourced communities, improve overall program efficiency and accountability, and provide a roadmap for continued engagement as states evolve their DWSRF policies and programs.
