SRF Earmarks: National Two-Page Factsheet

Congressional earmarks taken from federal State Revolving Fund (SRF) appropriations divert funds from a revolving loan system into one-time grants that do not revolve—weakening the program’s ability to finance water infrastructure over the long term. Earmarks reduce long-term funding in 39 states, and ALL states lose resources for technical assistance, program administration, support to state and local drinking water staff, and additional subsidies—the primary affordability tool for small, rural, and under-resourced communities.
