SRF Earmark Data by Congressional Committee
Several congressional committees control the appropriations and reauthorization decisions that shape the State Revolving Funds (SRFs): the Senate and House Appropriations Committees, the Senate Committee on Environment & Public Works, and the House Committee on Transportation & Infrastructure. Earmarks taken from SRF appropriations divert funds from a revolving loan system into one-time grants that do not revolve—weakening the program’s ability to finance water infrastructure over the long term.
The factsheets below show how earmarks affect the states represented by the members of each committee. Select a committee to view data for its members’ states. For more information, read our full report on SRF earmarks, download a national factsheet for a quick overview of key findings, or download state-specific factsheets detailing impacts on each of the 50 states.
