SRF Earmark Data by Congressional Committee

Several congressional committees control the appropriations and reauthorization decisions that shape the State Revolving Funds (SRFs): the Senate and House Appropriations Committees, the Senate Committee on Environment & Public Works, and the House Committee on Transportation & Infrastructure. Earmarks taken from SRF appropriations divert funds from a revolving loan system into one-time grants that do not revolve—weakening the program’s ability to finance water infrastructure over the long term.
