Small Systems & EPIC’s DWSRF Funding Tracker Analysis

Using data from EPIC's DWSRF Funding Tracker and EPA's SRF Public Portal, this analysis examines how systems serving 3,300 or fewer people (very small systems) and systems serving 3,301 to 10,000 people (small systems) move through the Drinking Water State Revolving Fund (DWSRF) funding pipeline—from seeking assistance to receiving finalized funding agreements.
We analyze both Funding Tracker data, which captures project movement from comprehensive lists to fundable lists across 15 focus states, and EPA Portal data, which captures finalized funding agreements across all 50 states and Puerto Rico. Together, these datasets provide new insights into funding demand, project advancement, funding outcomes, and the impact of recent federal investments on small-community access to drinking water infrastructure funding.
As a next step, EPIC plans to build on this analysis by examining the state policies, practices, and program design decisions that influence which projects advance from comprehensive lists to fundable lists at the Intended Use Plan (IUP) stage.
