💡Spotlight
Syracuse, NY celebrates progress fueled by federal funding. The city accelerated its lead service line (LSL) replacement effort, completing more than 2,300 replacements. It has prioritized these replacements in neighborhoods with lower incomes, children with elevated blood lead levels, and high concentrations of LSLs. Syracuse emphasizes that federal funding through the Infrastructure Investment and Jobs Act (IIJA) has helped make this progress possible.
EPIC’s take: 🚩Momentum needs funding to last. Like many cities, Syracuse is hitting its stride as dedicated IIJA funding has expired. Additional state or federal investment will be needed to replace the remaining 16,000 LSLs and address 12,000 unknowns by the LCRI’s 2037 deadline.
Potsdam, NY finds an upside to excavation. After issues with ElectroScan forced the village to switch to excavation to identify service line materials, Potsdam is using the opportunity to replace worn or rusted curb boxes.
EPIC’s take: 👍 Making the most of a necessary pivot. Excavation may be more disruptive and expensive than expected, but coordinating inventory work with other infrastructure upgrades can help communities get more value from each project. Hopefully, Potsdam can keep its inventory moving while capturing some cost savings along the way.
