Comment: Input on NY EXPRESS to Cut Administrative Red Tape for Water Infrastructure

New York Governor Hochul called for ideas to cut administrative red tape to make it easier, faster, and more affordable to deliver infrastructure projects in the state as part of her EXPRESS NY initiative.

One area where we believe state reform can have a meaningful impact is water infrastructure, specifically the Drinking Water State Revolving Fund (DWSRF) program. Water utilities across the state rely on this critical source of funding to pay for infrastructure projects,  but too often the process for accessing these funds is slow and difficult to navigate.

EPIC provided recommendations via the submission portal along the following themes:

  • Simplify the Application Process

  • Streamline Procurement and Reporting Requirements

  • Encourage Cost-Effective Project Delivery

  • Use Set-Aside Funds Strategically to Stretch Available Funding
