EPIC DWSRF Funding Tracker: Pennsylvania
Pennsylvania’s Drinking Water State Revolving Fund (DWSRF) programs are administered jointly by the Pennsylvania Infrastructure Investment Authority (PENNVEST) and the Department of Environmental Protection (DEP). These findings and recommendations are drawn from EPIC’s analysis of DWSRF Intended Use Plans (IUPs) for State Fiscal Years 2021-2025.
Federal law requires states to submit an IUP as a condition of receiving a DWSRF federal capitalization grant, and further requires that“[t]he IUP must contain a fundable list of projects that are expected to receive assistance from available funds designated for use in the current IUP and a comprehensive list of projects that are expected to receive assistance in the future.” Projects on the fundable list have crossed the first hurdle towards receiving an SRF award. Pennsylvania publishes a single project list with its IUPs, however information on the sources of funding and expected terms of financial assistance are published in a separate document. EPIC’s interpretation of these lists to determine what comprises the fundable list and the comprehensive list for each IUP is explained in the attached Appendix.
