EPIC DWSRF Funding Tracker: Indiana

Indiana’s Drinking Water State Revolving Fund (DWSRF) programs are administered by the Indiana Finance Authority (IFA). These findings and recommendations are drawn from EPIC’s analysis of DWSRF Intended Use Plans (IUPs) for State Fiscal Years 2021-2026.

Federal law requires states to submit an IUP as a condition of receiving a DWSRF federal capitalization grant, and further requires that“[t]he IUP must contain a fundable list of projects that are expected to receive assistance from available funds designated for use in the current IUP and a comprehensive list of projects that are expected to receive assistance in the future.” Projects on the fundable list have crossed the first hurdle towards receiving an SRF award. Indiana publishes multiple project lists with its IUPs. EPIC’s interpretation of these lists to determine what comprises the fundable List and the comprehensive List for each IUP is explained in the attached Appendix.
