Executive Summary: The Role of Offsets in Accelerating Priority Infrastructure and Nature Investment
Canada can use a well-designed habitat offset system to accelerate priority infrastructure permitting while strengthening environmental outcomes. In-lieu fee programs and habitat banking can reduce permitting friction, attract private investment, and channel funding into large-scale restoration and conservation. However, there are also predictable structural risks that have caused many government-run programs to fail, including underpricing, unfunded liabilities, weak accountability, and delayed ecological delivery. These risks can be overcome through a practical framework — outlined in this report — that supports faster infrastructure development while maintaining credible, transparent, and durable environmental performance.
