EPIC Comments on State of Wisconsin’s Clean Water Fund Program’s SFY 2027 Intended Use Plan

EPIC is a nonprofit organization that works toward a future where every community benefits from investments in water infrastructure that provides safe, reliable, and affordable services and supports systems that are resilient to financial, workforce, and environmental challenges. Our Green Infrastructure Initiative works to advance the adoption of Green Stormwater Infrastructure (GSI), including through expanding funding for GSI.

Our comments below reflect our assessment that there is insufficient funding to support green stormwater infrastructure which limits its use in Wisconsin, particularly in smaller to mid-sized cities. This is generally true whether the driver of potential projects stems from a regulatory framework (i.e. TMDLs) or whether the projects are voluntary in nature.  Our comments center on how WDNR could use the CWSRF program to expand funding opportunities which could strengthen implementation timelines for MS4 contributions towards existing TMDLs.

Pete has implemented and advised on green infrastructure for most of his career. For the past several years as a consultant, he helped municipalities and nonprofit organizations in the Great Lakes region with watershed planning and workforce development and training related to green infrastructure. Prior to that, he worked for the District of Columbia Department of Energy and Environment managing the implementation of stormwater projects and stream and wetland restoration projects, with a focus on the Anacostia River. Pete is committed to realizing the benefits that green infrastructure promises and ensuring that equitable access to clean rivers and livable communities. Pete earned a Bachelor of Arts degree from The Evergreen State College and a Masters in Environmental Management from the Yale School of the Environment.
